The Defence Information Infrastructure programme is a MOD global IT managed service that is delivered by a consortium of several companies; the prime contractor is HP who lead the Atlas consortia.  Solvings have been a vendor partner with HP servicing the consortia requirements for the last 6 years.

With a multi-security environment from unrestricted to secret, and over 200,000 users at 680 locations globally, DII is Europe’s largest and most complex IT rollout.


Provision of IT network engineering support across the UK/Europe estate for design and implementation of infrastructure for an ITIL based Minor, Significant and Major Change service to exacting military JSP440/480 installation standards.


Solvings created an MOD specific delivery team of security cleared engineering, management and support staff to service this requirement. All resources are experienced with delivering mission critical systems and to working within the MOD environment.

This team provided a scalable, agile and responsive service to an unpredictable volume of work which could fluctuate considerably resulting in rapid augmentation of resources when needed. Work packages could vary in size, requirement and complexity from small moves and changes to significant infrastructure implementations affecting hundreds of users.

Our team provides full life-cycle delivery: Survey, Design, Build, Test, Commission and Closedown including CAD design and As Fitted documentation packs.


A scalable and responsive infrastructure design and implementation service to our customer. The minor change service has been operational for 5 years and is run by the PSO and a team of installation engineers. The additional work stream delivering significant and major change has been operational for 10 months.

On this DII element, we have network designers (NDEs) surveying and producing H&S documents, impact assessments and a design solution which is quality checked and verified along Quality Circles lines of Peer, Supervisor (SME) and Manager release within the process. We have installation engineers (IDEs), who both deliver and configure the active devices (switches/routers) ensuring network acceptance by the Atlas network operating centre (NOC) whom we work and coordinate closely with.

Alongside these, we have a team of site project managers (SPMs) who manage and oversee a number of sub-contract partners that we use throughout the UK to deliver ISP and OSP (inside and outside plant) work. The sub-contract partners we manage, dig trenches, lay-in cross-site fibres, as well as installing containment, and providing overhead solutions - SSACs (self-supporting aerial Cable solution) whilst our SPMs monitor and assess the work continually.  Health & Safety has very high visibility within the MOD and we adhere to all the protocols, delivering RAMS (risk assessment and method statements) for each project all our staff have the correct accreditations to work in these places, and we are CHAS, Cyber Essentials and ISO9001:2009 accredited.

To complement all the diverse DII teams, all these tasks are managed by Solvings’ Operations department and PSO (Project Support Office) using a number of secure systems.
